The only child of Lieutenant General Burr by his first wife, Lucy was born 2 May 1804 and married James Phillipps of Bryngwyn, Herefordshire. Smart painted several members of the Burr family including Lieutenant General Daniel burr, presumably Lucy’s father, in 1799.1
